Maharashtra Rural Employment Guarantee Scheme (District-level MNREGA)

To ensure sustainable development of rural areas, the Central Government enacted the National Rural Employment Guarantee Act (NREGA) in 2005. The Act guarantees 100 days of employment to rural households whose adult members are willing to do unskilled manual labor.

The Government of Maharashtra has aligned the state employment guarantee scheme with the central NREGA, implementing it as the Maharashtra Rural Employment Guarantee Scheme at the district level, referred to as District Mahatma Gandhi National Rural Employment Guarantee Scheme, Maharashtra.


Key Features of the Scheme

  • Work selection at Gram Panchayat level is done by the Gram Sabha.
  • Work plan approval at Taluka level is done by the Panchayat Samiti.
  • Work plan approval at District level is done by the Zilla Parishad.
  • 75% of approved work cost is implemented through the Gram Panchayat.
  • Providing employment beyond 100 days is the responsibility of the State Government.
  • Minimum wage is guaranteed according to government norms.
  • Employment must be provided within 15 days of application.
  • Adult members of a household can register the entire household for employment.
  • Once registered, registration is valid for 5 years.
  • Workers are entitled to all facilities under the Act.

Responsibilities at Various Levels

1. Gram Panchayat Level

  • Register families and workers; maintain job card records.
  • Collect work demand from workers and provide employment.
  • Conduct work surveys and prepare cost estimates.
  • Plan the work.
  • Ensure availability of funds and wages for laborers.
  • Timely distribution of wages.
  • Assist in social audits.

2. Taluka Level

  • Guide Gram Panchayats in work planning.
  • Plan and consolidate works at Taluka level.
  • Maintain attendance and fund records.
  • Collect and send Taluka-level data to District-level authorities using computerized systems.
  • Upload attendance for works online through the system.

3. Subdivision Level

  • Coordination with Revenue Department.

4. District Level

  • Plan and supervise all works in the district.
  • Maintain records of fund utilization.
  • Provide necessary information to Central and State Government.
  • Monitor work implementation.

Responsibilities of Gram Sevak / Rural Employment Worker

  • Household registration and job card issuance.
  • Allocate works according to the employment plan.
  • Prepare the development plan including work priorities.
  • Implement 75% of approved work.
  • Distribute wages and unemployment allowance (first 30 days, 25%; next 100 days, 50% of minimum wage).
  • Organize Employment Guarantee Day.
  • Assist in social audits.

Role of Sarpanch

  • Finalize works in the Gram Sabha.
  • Assist line departments in implementing works approved by Group Program Officer.
  • Help prepare Gram Panchayat Development Plan based on Gram Sabha recommendations.
  • Submit next year’s development plan to Group Program Officer.
  • Ensure prompt start of work after receiving worker demand.
  • Assist in social audits and annual labor budgeting.

This structure ensures decentralized planning, transparency, and employment security while creating durable assets in rural areas.
